As there are now several threads relating to this I thought it better to start a thread that's specific so that it can be viewed and discussed as it stands. I've set the proposal out below and forwarded it for inclusion at the AGM.
Unfortunately time constraints and the intervention of holidays and Christmas have meant that I don't have time to tinker with it before it was submitted. I believe motions have to be tabled before the end of this month and I won't be here for a fair bit of that period.
The motion refers to Classes 47 to 52 inclusively.
The proposal is to alter the rules to permit other media such as white metal or die-cast metal to be used where (a)that medium is provided in the kit and (b) a substantial part of the model is plastic or resin.
The reason for this is that in a shrinking market, manufacturers are exploring alternative methods of production and materials or exploiting other outlets for existing models in their ranges.
Civilian vehicles have always occupied a smaller share of the model market and therefore are more suitable for small volume production as opposed to injection moulding.
The advantages in modifying the rules are:
A more diverse range of subject matter is available.
The onus of identifying breaches of the existing rules regarding materials employed is removed from competition judges or the Competition Secretary.
Our rules reflect current trends in production.
Regarding the above, I've deliberately avoided setting out parameters on the content of other media as these can't be accurately assessed. I've used the word "substantial" as that leaves the Comp. Sec. and judges with some level of discretion, eg, fitting a plastic steering wheel in an otherwise metal kit wouldn't be acceptable! I also want to avoid the modeller having to sign declarations or provide photographic evidence of the kit content.
I don't wish this to be divisive. I've selected these classes as it's an area in which I'm familiar and I don't feel that I have enough expertise in other modelling genres to suggest rule changes in those areas. I think that civilian vehicles particularly lend themselves to multi media small volume production in a way that aircraft with their higher potential sales don't, but that may not always be the case.
Scratch-built models have also been omitted as the modeller can choose the media he works with.
If members feel that other categories would benefit from such a rule change or even that it should be across the board, then it's a fairly simple matter to table an amendment.
I hope this meets with approval or at least is food for thought.
