Does anyone, who has built this kit, know if it is possible to preassemble the outer body panels as a unit, paint and glaze them, and then slide them down over the chassis/seating assembly? I feel that this might give a better finish.

It would have been ideal, wouldn't it? Unfortunately, the way the various outer panels locate into the inner ones would make it extremely difficult. The lower deck ceiling depends on the front saloon bulkhead already being in place, for example. Also, there would be too many locating points to manage at once, and the shell is a very snug fit. Theoretically it would be possible, but it might involve some remodelling, and I wouldn't like to try it. I was far more careful with this model than with any of my earlier efforts, and it seems to have paid off. I used tubed glue rather than the less-controllable and quicker-drying liquids, applying as little as necessary to avoid it squeezing out of the joints. I spray-painted all the outer panels before assembly, (leaving the actual mating surfaces bare), and only needed a minimal amount of runny paint to touch up inside a couple of cracks afterwards. The upside is that most of the glazing is fitted from the outside and can therefore be done last. However, the transparencies are a very accurate fit, and too much paint in the apertures can make a difference. I would say, allow several days for the paint to cure. Keep your hands, and anything else that touches the painted bodywork, scrupulously clean and away from the glue: it sounds obvious, but many magazine descriptions of builds by experienced modellers include stories of such mistakes. Well, I can't argue with people who have tried it. I simply shied away from that method. I can't read German, so I don't know whether that builder mentions any problems, or even whether he omitted to mention them. I would be frightened of distorting the plastic too far when edging the shell over the rest. His cab and bonnet area were obviously completed separately from the rest of the shell. If you are braver than I am, and try to fit a full shell over the insides, please let us all know how you get on.
