There are a few etch brass shaping tools out there, probably the best is Mission Models, they do 2 sizes I believe but are quite expensive.
Personally I have a sharp razor blade (old fashioned sort your dad would have used when you was a kid) with tape on one side as a handle, a firm base, normally get away with my cutting mat but one of the mem's place mats sometimes gets press ganged and strips of old metal measuring tape. You know the sort carpenters use that automatically retracts into itself.
I hold the brass down with the tape measure strip on the board and use the blade to bend the brass up - seems to work for me ok although I had real dramas with a B 17 interior I was trying to detail recently, more a case of overwhelmed with brass and too much detail - haven't touched the stuff since except for a cockpit of my current project.

If you mean nipping as in cutting, I've got the Xuron side cutter (blue handle). I don't dabble with etched metal much but when I've used it's worked perfectly. To look at it you'd swear it would twist the brass as it cuts, but it doesn't.

I'm skint and can't afford that kind of money so I made one at work. Works ok for me.
